This drives me batty too!! Of course, they are always these little dogs. I always tell my DH that I am going to bring one of my Beagles to the grocery store down the road. (I would dare them to make a comment to me!!) Of course, the exception to the battiness is if they have on a service dog bandanna or something specifying they are a service dog, as they should, if they are in a public place that generally does not allow animals.
