contact your landlord and his (hopefully they are one and the same). In most leases, there is some type of quiet enjoyment of property clause. You shouldn't have to put up w/ that. It drives me nuts (and gives me the biggest headache!) when I am at a stoplight w/ one of the bozos w/ their bass pumped and the music going; I can't imagine having to live next to it!
