WOW!! I remember when we lived in Va. Beach and had the same problem from the people down stairs.
Here is one thing you might want to try. For the life of me a can't remember what it is called. You have to file with the courts. Call your local courthouse and tell them that your are having trouble with your neighbors and that you have call the police and talked with your landlord and still you have a problem. I wish I could remember what is called. Any way you have to pay the courts your rent payment and they hold the money until the problems are resolved. The landlord can not kick you out of nonpayment, because you are paying the court and the court puts into some kind of account until the issue is resolved. Believe me your landlord wants your money every month. Or maybe you could just bluff your way thru call your court house and find out what it's called and talk with your landlord and tell him if he can't put a stop to it you have no other recourse. Lady carrying a baby what judge wouldn't have a field day with your landlord.
