I think its great you are wanting to do this, However, What are you going to say when school is out and the kids have all day to play outside ? Since there's no law stating dogs must be on a leash I expect that you will not come over well with some of the neighbors ( I never heard of a no leash law and I live in a rual area also , Think I would go to an offical to see what could be done if anything could be done about it )
