I aspire to be 5'3"......LOL! I'm 4'11 (and 1/2) and to be honest, I've always been petite but never really knew how short I really was until I was an adult. No one ever made me feel "different"
As the other posters have said, try to keep the fact that you are concerned about her height to yourselves. She'll not feel inferior or out of place unless someone keeps reminding her. The fact that she is already 13 and probably has already gone through or is going through puberty pretty much rules out growth hormone.
I have 3 kids including a set of boy/girl twins. One (my son) was diagnosed as having a growth hormone defficiency at about age 7 but his twin sister was not. He was put on GH therapy until about a year ago (they are now 16) and he is pretty much at his full height of 5'6" and his sister is about my height of 5'. Both of them are probably the shortest of their peers, but to be honest, it doesn't really come up.
My oldest dd is the tall one of the family at 5'3".
I guess my point is, go with the flow....she may hit a growth spurt and surprise everyone!
