I'm not sure our HOA has any rules on this one, but with the dust storms out here clothes lines are NOT common. My grandmother used to use one when I was tiny. I do know we have state laws here that prevent HOA's from banning solar panels and the like, and I wouldn't be surprised if this eventually ends up in such a category.
