I have turned several of my plastic bins into ribbon boxes.


What I do is buy the dowel rods, cut to size. Then I drill holes in the sides of the container, big enough for the dowel to fit through, but not so big that it will slip out. You also want the height so the ribbon rolls will not scrap the bottom. I have some that have 4 rods, 2 on top and 2 on bottom. Just slide your ribbon rolls on the dowel, I stop one roll short, so I can easily slide the dowel into place on one side, then add the last roll, and slip into the other side. They may be better ways, but I just put a coating of hot glue on the outside of the box, on the dowel that sticks out (picks off easy when I need to take it off) I do this to prevent slipping back and forth...
