Angry white woman depends on how it is used. If I, a black woman am talking to someone and I say "she has that angry white woman vibe to me" - that is a racist statement. It is stereotyping white women.
A chip on her shoulder does not describe her color in a derogative way in any way.
I am glad you wouldn't have used either of the terms. Common sense and tact dictates that one would not. KWIM?
