If the Wilson sisters (aka Heart) didn't write the song, they have no say so as to how the song is used. The composer of the song or whoever has the "rights" to the song, is the one that needs to ok the use of the song

Edited to add....OK, according to Wikipedia (take that with a grain of salt) the Wilson Sisters are co-writers along with band member Roger Fisher. So I have no clue who has the say-so here...lol
"Barracuda" was played at the 2008 Republican National Convention in reference to McCain's running mate, Sarah Palin, who was known as "Sarah Barracuda" as a high school basketball star. The Wilson sisters disapproved, claiming that they disagreed with Palin's politics,[3] and sent a cease-and-desist letter to John McCain's campaign. [4] Song co-writer Roger Fisher announced he was "thrilled" with the RNC's use of the song, both because it generated royalties and because it gave him and other band-members an opportunity to voice their support for Barack Obama.[5] Even after Heart expressed their desire that McCain stop using their song, the McCain campaign continued using it, noting that they were paying all licensing fees.[6]
