Is 13 months a full program? Will he have obtained the necessary skills, trainings and certifications at the end of 13 months to be employable? And if so, in what capacity (entry level, supervisory, etc.)? Are there any extra costs within that 13 months that you'll be responsible for?
Like CJS said--ask about the success of their graduates, job placement assistance, career planning.
FWIW--if this is a vocational/tech program, and 13 months is the full and final program--meaning your son will have the skills, knowledge and certifications he needs at the end of 13 months, then $22K is equivalent to 4 years in a fairly decent University.
