There is one, and only one, correct way to pronounce the word nuclear. While there are different areas of the country which produce different pronunciations of certain words (think of the word "aunt") there remains only one way to correctly pronounce the word nuclear. Adding the extra vowel is ignorant.
We have all hear people mispronounce the word "library" by leaving out the r. It doesn't matter how common it is in your area; it's incorrect.
