No vice president has declared himself above the law before. | I wasn't speaking about Cheney. I was addressing the fact that Biden apparently doesn't know the Consitution very well. Article I is about the Legislature, Article II is about the Executive Branch and Article III is about the Judiciary. He had a 1 in 3 chance of getting it right, and he didn't.
