My understanding is that it was a windfall profit tax put on the oil companies by the Governor. Odds are that, as others have said, the rest of us paid for it through higher prices at the pump. Not sure what such a tax is in Palin/McCainspeak but thinking if Mr. O's idea it would be socialism
