It doesn't say that he was born in Hawaii. And one of those state policies and procedures was the acceptance of "after the fact" birth certificates under the 1911 Hawaii Birth Certificate program. This program was for residents of Hawaii over the age of one who did not register their birth with the state originally. The state accepted some "alternate form of documentation." This "alternate form of documentation", once accepted under this program that was in existence until 1972, becomes "an original birth certificate on record in accordance with state policies and procedures."
