Besides, if you really look at assasinations or attempted ones of famous people, it seems like 9 times out of 10 it's some mentally unstable, obsessed person acting alone. Grand plots involving more than one person seem to be easier to foil. It's that lone whackjob that is living in fantasy land that seems to be the more dangerous one.
