If I lived in a place that rained a lot I could see using something like that. I hate when all the carts are dripping and I'm shopping for things that would get wrecked if they got wet. I live in So. CA where it rains very little so when the cart is wet it stays wet. There is nothing to driy them off like heaters or people. I don't mind germs but I don't like wet.
