This is done to some extent w/ "commodity" distribution--and it's on a first come, first served basis.
Nothing makes better mac and cheese than "government cheese" Oh and the peanut butter makes freaking awesome cookies!

I just wonder what kind of logistics nightmare it would be to distribute these sorts of parcels on a large scale---although, I wouldn't be opposed to some sort of bundles of staples.
