I have no idea. I've been doing it for over 14 years. Last year, I even had cops come by and buy dogs and drinks as well as a dryer my mom had for sale (they had just gotten off their shift...not on duty). A member of city council has his grand daughter sell brownies at his sales. I've never had anyone say anything here about not being able to sell things like that. I see lots of homemade goodies at sales I go to as well. I guess if you are worried you can contact the city?
