I live in Podunk where there's one grocery store. There are no cart corrals. If you have a big order, the bagger loads up the double decker cart, walks you out to the car, and loads it up. I never tip, although I see others tipping. There is not a sign regarding tipping. If the baggers had to rely on a tip (like wait staff does), I would tip.
