Question Have a ? about ebay item I canceled

Hi. My DH bought a fishing pole on ebay today with BIN-the represented it as being 5' 1/2" which was great. But then my husband looked at the picture closer today and realized that it didn't look like a 5' 1/2", so he asked the seller before he shipped it if he could verify it was that size (something about the cork on the handle was longer looking than it should have been). So the seller wrote back and said that it did say 5" 1/2" on the pole, but it actually was 6' 6 " (which leads my dh to believe it is not original handle). So, since this is for my 6 yr old, this size will not work-so I told him I wanted to cancel. Personally, I have never canceled an auction on ebay before in my 11 years of being a member-but feel this seller misrepresented it in his description. Now he says that he's been charged listing and closing fees-and that I could have asked him before I used BIN-and he wants me to pay his $4 for these fees. Doesn't ebay credit the seller back these fees if a buyer cancels-they used to way back when I sold a few things on there. What should I do?
Thank you
