No, a seller can't increase shipping after an auction. I would ignore the invoice and send a payment for the right amount as listed in the auction...maybe they just did a (convenient, lol) typo on the $ amount. If the auction reads $27 for shipping that is what I would send. They can't just decide to add ten bucks more
