Whle the girl was only scratched up good, what would have happened if it had been a small child playing on the sidewalk. We all know many times small children don't always watch where they are walking or running.
I would say that mother NEEDS to file a lawsuit if for no more reason than to teach the city/county to hire more responsible workers than what those were, to prevent some small child from being injured or worse.
