I'm sure some scholarship opportunities still exist (your one data point is 20+ years old) , but I tend to agree with deddlast that the current emphasis is on getting scholarship money to under-represented minorities. In technical fields, this can include white females but not white males. In most fields, it includes Hispanics, African Americans, and Native Americans. The exception is probably Caucasian children who have limited family or personal assets.
