After everyone who wants to be in this signs up, then everyone makes that many ornaments (say we have 15 people signed up, you'd make 15 ornaments) and send them to the go to person. The go to person then puts one ornament from each person into boxes, and ships one box to each person. You end up with a box of all different ornaments.
