He claims he cannot refund the money I sent to the one email, because his other email that should have been used is the one with the bank account attached to it.

Claims he has to set up another bank and for whatever reason doesnt have time.
I will not send any more money, if he figures it out and refunds my money, than I will be more than happy to re-send the money to the proper account. But until then, I have paid and my end of the obligation is taken care of.
