I had the same problem with my dog eating tissues from the bathroom wastebasket. I lucked out and found a small, plastic bullet-shaped garbage can at the dollar store; the kind that has a swinging lid. I know they have larger sized cans like that for the kitchen - maybe that would do the trick?
