There is a link on the bottom of each auction page that says report this auction. From there, you choose the options on the drop down menu,

Just out of curiosity how excessive was the shipping? The reason I ask is, I had an auction up. I put a shipping cost of $15. Granted it was a couple dollars higher than actual shipping but there are other costs involved than just the shipping cost. There is the materials, for ex. bubble wrap, packing materials. then there is fuel. I got an email from somebody complaining about my shipping (this was over a week ago) Now, I understand if someone is charging $50 to ship a dvd but charging a few dollars over the actual shipping cost I can live with. I also look at the total cost of the auction and determine if I am willing to pay it. I know that some people charge more for shipping due to the fees.

It was $39.99 standard shipping on an item that other sellers are charging $15 to $19 in shipping!!

I think a lot of people on ebay are doing that to avoid the fees. They have gotten so high. I just personally can't do it. It would bother me. however, I don't generally report for really high shipping costs (and I do see it alot) mostly because I just don't care. I just back out and bid on something else.

I do report auctions which violate eBay policies. Otherwise, it is not fair to those who follow the rules.
