I purchased an item (Total was $52) on April 3 and it never showed up. Emailed seller several times and she said she shipped it with no delivery confirmation (since I didn't pay for it...it was not offered either.)

I filed with paypal at the end of April. She waited until the last hour of the first 10 days to provide a false delivery confirmation number (she gave the number: 12345)

This caused the case to go under review so I finally got my money back on Friday because she was unable to prove delivery of the item.

I was not going to leave a negative at first but I want to now that she provided false information to the paypal dispute. What would you do? And how would your phrase your feedback?

I would leave a negative feedback, since she didn't try to resolve the matter. It appears as though her attitude was, "My word against yours." If she had offerred the refund, or was forthcoming with information, it would be different. It sounds as though she was indifferent regarding the matter. Give her negative feedback, for such dishonorable actions, and make the next potential buyer aware of her practices. I always take into consideration feedback from previous buyers in rendering a decision to put in a bid or not.

I would phrase the feedback as, "Never received item. Offered no refund, & bogus delivery info. Not recommended."

She deserves a neg. She played and lost and other buyers need to be aware. Under the new policy, she can not neg you so go for it.

Unfortunately I agree with everyone else - in this case you need to let other buyers know about potential problems.
