Exclamation ebay question and Please dont bash me

Ok, my winner sent me a replay saying he will NOT pay (he doent have the $669.11 that he bid plus shipping. Please read And dont bash me please... the last time I tried to get some help people did NOT read or understand and all I got was a bashing.
Now I have waited the 7 days etc,done all of this by EVERY RULE,and its just sitting because I dont know what to do anymore... I am really hating ebay!
I contacted ebay on this and was told too wait 7 days to file non pay and GET MY FEES BACK.
He then has 14 days to respond.
He has since said he will pay my ebay fees and the differance between the second chance and his.
Ebay got a copy of this as he sent it to them also.
Ebay replied that this is against th erules.
He has put in his account Payment sent! (I ONLY TAKE PAYPAL AND NO PAYPAL HAS BEEN SENT TO ME.)
Copied ebay on this.
ebay replied he cant do that BUT IS WILLING TO PAY.
BUT I cant accept the differance OR I will be breaking the rules!
He will not PAY IN FULL for the auction.
If I dont accept, I DONT get my fees back
If I do accept I dont get my fees back an dWILL be suspended on my account.
If I Agree to BOTH parties not completing the contract I DONT get my fees back
***Now when I say FEE'S**** what I mean is total ending value fees and auction listing fee's
Which both turn out to be a TON!
Any suggestions as it seems since ebay changed the rules *oh cant leave neg feedback fo rhim either!,
I am in a NO win situation... I will lose money in any way!

Perhaps if you let the buyer know that if he agrees to a mutual cancellation that he will NOT receive a strike and in doing so you will receive your fees back. That way neither of you are out any money and you can relist the item. If you both agree to mutual cancellation you will get your fees back, per ebay "f the buyer confirms this mutual agreement, the buyer will not receive an Unpaid Item strike and the seller will receive a Final Value Fee credit."

Thats what I wanted and thought was my last hope but he put paid and keeps saying he'll pay the fees and ebay safe and trust has stepped in and said NO but he still agrees to pay Bsasically I think he knows the rules and is using it for his benifit in every way
Ebay will not do that because he says he'll pay! *fees only* so no way to do this.........................
now what?....................... do you see my problem........

Close the dispute. He did not pay within the time allowed. Choose " I no longer want to wait for the buyer". You are allowed to do this after he responds(assuming he responded to the dispute and not in an email or message). He will get a strike and you will get your FVF's back. If he leaves you a negative, ebay will remove it since he didn't pay. If they don't email them to remind them.

My understanding is that since sellers can no longer leave negatives, that any non paying bidders will have any negs they leave removed. I don't know this personally but several on another board I am on said their non pay bidders negs were removed even when the non payer responded. It is how ebay is dealing with the increased numbers of NPBer's since their lousy feedback changes.

hi

perhaps it is best to call ebay on the phone
explain that you do not want to complete the sale since
the buyer seems to be playing games and that he has not paid.
they shoudl be able to verify and it do it all by phone .
