Hello,
the sellar states she did not send my package out because my pay pal payment only cleared on 9-5-08.
I paid for this item on 8-26-08 thru pay pal with my credit card and my card was charged that day.
so my question is, what had to clear? I am not in a real hurry for the shipment I am just trying to learn the system.

What kind of feedback does your seller have and how long have they been selling?

I think that eBay/PayPal started holding payments on new sellers or sellers that don't have the best feedback. The seller should have sent your item right away and not held it. The money would have been released to them when you left positive feedback for them.

I once had a seller state they would not ship until they got the money in their bank account. PayPal requires sellers to ship within 7 days and as the other poster stated new sellers are having their payments put on hold in some cases until they can prove the transaction went well.
