Partial Refund - Paypal fees

I'm so confused! I refund excess shipping fees via Paypal (I charge $1 handling and refund any excess above that dollar). I now see a $.05 fee on Paypal for partial refund. Is this something new? I haven't sold on ebay for about 6 months so if someone can help explain this to me, I would greatly appreciate it.

I clicked on the Paypal explanation and just don't get it.

They never used to charge a fee for a refund. As long as you used the refund option, you were supposed to get back your fees and there were not supposed to be charges to the recipient either. Maybe it was hidden in the policy update.
