Free running Dog

We live in a very small town. Have this neighbor who gets away with everything and everyone is afraid of him. He leaves his little dog run all the time so it goes in everyone elses yard. Its a Pomeranium, and one time it snapped at my husband's leg. We told them nicely to please keep it out of our yard, and they just laughed at us. The borough will do nothing and none of the neighbors will get involved, but everyone complains. Maybe about 2-3 times a year I babysit my daughter's dog who weighs 70 pounds. I keep it on a leash to take it for walks in my own yard. Today this dog came under the fence and the two dogs practically got into it. I felt like I was going to have a heart attack (LOL) trying to pull him away and he almost slipped his collar. I am almost at my wits end. If my daughter's dog would bite the other dog or worse, would we have to end up paying if it is in our yard on a leash and his ran free? Last year we even contacted the county dog catcher, but got no where. He came in and told him to leash it twice, but as soon as he leaves the dog gets untied again. Anyone have any suggestions? I have a feeling it is going to get worse before the week is out now that they seen each other and I have to take the dog out! Don't say talk to the guy because he is very arrogant and thinks he owns the town. I tried before and it doesn't work.

Can you catch the dog? If so, bring it to the pound and tell them it keeps coming to your house and aggravating your family.
Go to a city/county monthly meeting and tell them what is going on.

Can't catch it just so, as I tried that. I have a humane trap and tried that a few times by putting dog feed in it. It won't go in-think it is afraid. Didn't go to a meeting, but talked to all the council members. They say they will look into it and nothing gets done. You talk to them again and they say they are still working on it. Like I said, no one has the guts to confront this guy.

How about a supershot water gun that you can squirt at him or a tazer? I can hear Lucy already about the tazer! lol

I would start calling the dog catcher EVERY time you see the dog loose running around, even if it is several times a day. They will get tired of you calling and they will finally do something about it. I would block the area where the dog came under your fence so he can't get in again.

We had another Lab that used to come and visit our Labs, she was a beautiful and friendly dog, but she kept jumping into the backyard to visit, then she would leave when she was tired of visiting and jump the fence again. After a couple of days I had to call the dog catcher, I didn't want her teaching our dogs to jump the fence, even though I know they both could if they wanted to, they have never tried, but if they continued to see the other dog do it, I'm sure they eventually would have tried it too. You just need to do whatever you have to to protect yourself and your visiting dog from the other dog.

This is common in most cities: "none of the neighbors will get involved, but everyone complains" Every one sits back and complains and no one has the nerve to do anything or say anything.... Including yourself. You admit that you talked to council members however never been to a meeting.. Well my H is a council member and honeslty if you dont care enough to come to a meeting then why should they address your concerns??
A little pepper spray should do the trick.. Or get out and GO to a council meeting and file a complaint!

I was just thinking of you. Minutes ago, I walked my 19 pound dog down the street on a leash. Out of no where comes a huge black lab. My dog was frightened out of her mind, running in circles and yelping. I had to lift her up and kick at the large dog with my feet !
