Hi,
Once your bank account has been added to Paypal and verified then you can send and receive. To send someone money go to the tab on the top that says SEND MONEY: click that tab and then fill out the form. Make sure they have a Paypal account and you know their email address that is tied to their Paypal account.
To receive money: You can tell someone your email address with Paypal when you signed up so all they have to do is hit the SEND MONEY tab or you can request payment from someone. There is a tab on the top bar that says REQUEST MONEY: hit that tab and fill out the form to request money from an individual.
If you want to send money from your Paypal account to your bank account that you verified through Paypal: On the top bar make sure you are on the MY ACCOUNT page, you will see the word withdraw. Hover over that and a drop down will show you "transfer to your bank". Click on that and fill out the form to have money sent to your bank account. It is free to send money from your bank to Paypal and vice versa.
