I use Bare Minerals. I used to have a lot of breakout now rarely do. The Bare Minerals packaging doesn't mention oils, just minerals. Does she buy her compact from the doctor? I'm sure he doesn't want to lose the $$ to Bare Minerals. We have a local Natural Foods store that sells a mineral make up. Try your area, they may have another brand. It is cheaper but I like the BAre MInerals so I stay with it. The new night time product is wonderful but expensive.

I like Everyday Minerals for face stuff, and Pure Luxe for eyeshadows, and coloured stuff (like concealer/primers). The problem is that none of this stuff is pressed, so it can get messy. I've had varying degrees of success pressing it myself with bit of alcohol, but that's messy too. Physician's Formula and Pur Minerals both make pressed foundation compacts, that are both technically oil free, but I'd say neither is truly free of greasy stuff. The doctor's stuff probably isn't either, since pressed powder needs something to hold it together, but the amount in any of these products is going to be really low. BE lists no oils, but it's also a powder, which is only useful at home. The PM stuff is popular, and can be found at Ulta, though I haven't tried it. The PF can be found at a drugstore or Wal-Mart, and I liked mine until I dropped and shattered it. I don't use sunscreen, but I'm mostly nocturnal, so it's sort of an N/A. I have used Bare Escentuals (too expensive and bad customer service) Everyday Minerals (horrendous customer service and there is NO phone number to call) Now I use Physician's Formula which works better than Everyday and almost as good as BE at about $10 and often on sale for 40 or 50% off.
