What is up with the new $1.00 charges to verify identity!?

I just got charged by my the new cable company and the United States Postal service $1 each to verify my ID.
The cable company said it would go back onto my credit card, but it doesnt say that on the change of address postal form.

Anyone else surprised by the new fee?

I don't think the Postal Service online COA fee is a new one. They use it to verify with your credit card company your name and address. I remember my DD was going to use it a couple of years ago and she couldn't because she didn't have a debit/credit card.

I have never heard of this before. For what purpose does the cable co. need to verify your identity?

I have heard of companies charging your credit card / debit card $1.00 or less to verify you actually have the card (paypal is reverse, as is obopay...where they are crediting your bank account)... and the charges are usually reversed, but I have never heard of either the cable company or the post office doing that.

Yeah, I went to do a change of address online and saw the $1.00 thing. I am cheap so I just popped into the Post Office and got the form instead.
