A new person is moving in and has had the road blocked all morning with moving vans, etc. and doesn't seem to mind that the rest of us can't get through. Today is also trash pick up. If the trucks can not get through, no pick up for us. She doesn't seem to mind that either.

She probably has her mind on moving and getting it done as quickly as possible, not "How fast can I tick off my new neighbors". I would give her the benefit of the doubt and let her know that today is garbage day so maybe she could move her moving vans in enough so the garbage man can get by and the rest of the neighbors can get out. Since she is just moving in, she may not be aware of when garbage day actually is and maybe she only has so much time off of work or has to return the moving vans at a certain time and is hurrying to get stuff out of the van.
I would certainly try to be nice to her about it, you will appreciate a friendly neighbor in the long run as opposed to one that is hostile because she felt attacked the first day she moved in! (not saying you are attacking her, kwim?)
