There are several types of Pay Pal CC, Mine I can do cash withdraws from, either from my account or Per the CC . However, you can better find this out by going to your accoutn and looking to see what kind of CC you hold. Also remember, If you are doing a cash withdraw per the CC the APR Is OUT OF THIS WORLD !!... to check to see what kind of accoutn you hold with the PP CC log in and go to activivity theres a box just for your CC usage.

IF you have the Debit Card that is attached to your Premier or Business Paypal Account where you want to pull money from your Paypal Account yes you can use it at a ATM like any Debit Card, if you've misplaced your PIN I know there is a way to change it online. I Use mine mainly to shop because I get a small percentage back and I am cheap and a penny saved is a penny I didnt have before.

IF you have the Paypal Credit Card where you pay a bill each month I wouldnt use it at the ATM as the cash advance fees are horrible as is the interest its that way with most Credit Cards.
