Which of these sentences is correct?

The Rev. Ronald Jackson officiated the ceremony.

The Rev. Ronald Jackson officiated at the ceremony.

I have always thought it was the first one...no "at" or "The ceremony was officiated by the Rev. Ronald Jackson (I have seen more things worded this way)

Leave out the 'at'.

The Reverend Ronald Jackson officiated the ceremony.

Wouldn't it be the same as saying "Officer Ronald Jackson guarded the ceremony." If you said "Officer Ronald Jackson guarded AT the ceremony", that would sound kind of strange, wouldn't it?
