Question what does :) mean? Need help w/computer terms

what does mean? I need help w/computer terms or whatever these little things are called. I knew it was a matter of time before I had to jump on board & start texting & junk.

Does anyone know of a website I can go to to look up the meanings of these popular things?

DH's favorite tech phrase is, "That's an ID 10 T error, ma'am."

(That would be IDIOT)

Seems like that happens a lot to me.
