Can a Dog Have Allergies to Other Dogs?

My youngest son was talking to our neighbor yesterday while he was out with his new dog (little white dog, looks like in maltese/poodle family). Anyway, neighbor mentions to my son that his dog is allergic to dogs that shed, and that his dog should not get too close to our dog. We have a golden retriever.
Anyone ever heard of anything like this, or does he not want our dog near his for reasons of his own? They have a privacy fence, and we really don't even see the little dog.

I think it's one of the following:
  • The owner is confused
  • The dog is allergic to products that other dog owners might use on their own dogs
  • The owner is afraid your golden retriever might bite their little dog, but was looking for a polite way to ask your son to keep your dog at a safe distance.

I think the last scenario is most likely
