| My sweetie uses Photoshop CS which is way over the top and totally confusing (and expensive) as far as I'm concerned. He put Photoshop Elements on my computer and it has way more things going on than I will ever use but I do manage to get around in it. And it does have actions to do sepia, b&w and colorizing. But I guess it would depend on how much time you want to put into learning the program. A lot of times when I am looking for an inexpensive (read free) program that isn't too complicated I go to Cnet and see what they have for downloads.

I use Paint to do what you are talking about. First I'll change the photo to sepia or black and white with the camera's photo editing software and then I'll go to Paint and use the spray paint can to do work on a photo. It may be rudimentary but it works. Edited to say that I'm not a photography *guru* (makes me laugh when I see that title on the post!) but I do enjoy doing graphic design and Paint is my 'friend'.
