Obama’s Global Tax Proposal Up for Senate Vote

"Obama's "Global Poverty Act" (S.2433) The legislation would commit the U.S. to spending 0.7 percent of gross national product on foreign aid, which amounts to a phenomenal 13-year total of $845 billion over and above what the U.S. already spends."
"A global tax will clearly be necessary to force American taxpayers to provide the money."

When it becomes a law the American government will be committed to paying additional Billions of dollars for at least the next 7 years (until 2015).
The problem I have is excatly where is all of this money coming from to give away.
